Under Chapter 48 of the city code, the occupant, or the owner of an empty lot, must keep adjoining sidewalks clear of snow and ice. Leaving a walk uncleared for 24 consecutive hours after a snowfall of 1 inch or more is a violation, and the city may clear it and bill the owner, collecting the cost as a single lot assessment if it goes unpaid. Snow cleared from private property must stay on that property, none may be piled at intersections, piles along streets may not block the view above 4 feet, and fire hydrants must be kept clear at all times (Sec. 48-125).
